Building a Transparent Procurement Ecosystem to Empower Competition and Citizen Monitoring

SUMMARY
In 2014, a decade-long right to information campaign required the government to increase transparency. Public procurement reformers turned to open contracting data building a fully open and efficient e-procurement ecosystem. The pandemic stress-tested the systems. Within weeks, Paraguay published tenders and contracts and offered guidance to buy fast and transparently. Costs for protective equipment dropped 10x. New data-driven collaborations with civil society will ensure education spending gets to where it’s needed most.
